After receiving solid piano training in his hometown of Pamplona and at Musikene (with Professor Miguel Ituarte), he receives scholarships from the Government of Navarra, the Humboldt Foundation (Hezekiah Wardwell Prize), and the Nuffic Foundation (Excellence Programme), which allow him to continue his studies at the conservatories of The Hague and Groningen (Netherlands), the Hochschule für Musik in Trossingen (Germany), and the Schola Cantorum in Basel (Switzerland). Chamber music is another of his great passions. He regularly performs on stage alongside artists such as Amandine Beyer – Gli Incogniti, Stéphanie Paulet, Acte 6, and Naaman Sluchin. His duo recording with the latter has been enthusiastically received by critics (Melómano de Oro, 5 stars in Classica Magazine), as has his first solo album, La Contemplazione. He also co-founded El Parnasillo with Marta Ramírez, ensemble dedicated to the rediscovery of 18th- and 19th-century violin and keyboard repertoire. In 2019, El Parnasillo was a finalist in the York International Early Music Competition (England).

Eloy was harpsichordist of the European Union Baroque Orchestra (EUBO) and regularly collaborates with orchestras such as the Insula Orchestra. He is currently a professor of historical keyboards at the Conservatoire de Boulogne-Billancourt (France)
